vl&aacute;da svojimi z&aacute;mermi v&aacute;&#382;ne atakovala soci&aacute=
;lne
istoty pracuj&uacute;cich. Vl&aacute;da s&iacute;ce padla, ale tak akosi po
slovensky, nebezpe&#269;enstv&aacute; s&uacute; mo&#382;no oddialen&eacute;,
ale nie za&#382;ehnan&eacute;. Hlavn&yacute;m
&#8222;str&aacute;&#382;com&#8220; v&nbsp;tak&yacute;chto
situ&aacute;ci&aacute;ch maj&uacute; by&#357; odbory, no odborov&aacute;
p&ocirc;da na Slovensku je u&#382; dlh&#353;ie rozkol&iacute;san&aacute;. Aj
o&nbsp;tom sa redakcia POL&Iacute;CIA rozpr&aacute;vala s&nbsp;predsedom
Odborov&eacute;ho zv&auml;zu pol&iacute;cie v&nbsp;SR Miroslavom Litvom.</s=

v&nbsp;SR je jedn&yacute;m zo stabilizovan&yacute;ch &#269;lensk&yacute;ch
zv&auml;zov Konfeder&aacute;cie odborov&yacute;ch zv&auml;zov SR. V&nbsp;in=
&yacute;ch
zv&auml;zoch je situ&aacute;cia ove&#318;a dramatickej&#353;ia, &#269;o otr=
iasa
podstatou existencie KOZ SR. V&nbsp;KOZ s&uacute; turbulencie, viacer&eacut=
e; odborov&eacute;
zv&auml;zy maj&uacute; r&ocirc;zne predstavy o&nbsp;priorit&aacute;ch a&nbs=

svojej pr&aacute;ci volia na dosiahnutie svojich cie&#318;ov vlastn&eacute;
cesty. Ch&yacute;ba skuto&#269;n&aacute; jednota. Tieto faktory viedli aj
k&nbsp;zvolaniu mimoriadneho snemu KOZ SR, ktor&yacute; sa konal vo
&#353;tvrtok 20. okt&oacute;bra. Ako vn&iacute;mate s&uacute;&#269;asn&uacu=
te;
situ&aacute;ciu v&nbsp;odboroch zo &#353;ir&#353;ieho poh&#318;adu?<o:p></o=
:p></span></b></p>

ng=3DSK>Situ&aacute;ciu
v&nbsp;Konfeder&aacute;cii odborov&yacute;ch zv&auml;zov v&nbsp;SR sledujeme
ve&#318;mi pozorne, ke&#271;&#382;e sa akt&iacute;vne z&uacute;&#269;ast&#3=
28;ujeme
na jeho &#269;innosti. Mnoho &#318;ud&iacute; kritizuje KOZ a&nbsp;teraz v&=
#353;etci
vedia, &#269;o by konfeder&aacute;cia mala robi&#357;. Polo&#382;me si v&#3=
53;ak
ot&aacute;zku &#8211; &#269;o to vlastne je KOZ? Je to dobrovo&#318;n&eacut=
e;
zdru&#382;enie odborov&yacute;ch zv&auml;zov. KOZ nem&ocirc;&#382;e by&#357;
lep&#353;ia, ne&#382; s&uacute; zv&auml;zy a&nbsp;naopak, nemala by by&#357;
hor&#353;ia ako s&uacute; zv&auml;zy. Tak&#382;e KOZ odzrkad&#318;uje
situ&aacute;ciu v&nbsp;odboroch. Dianie vo zv&auml;zoch zasa odr&aacute;&#3=
82;a
situ&aacute;ciu v&nbsp;&#269;lenskej z&aacute;kladni ka&#382;d&eacute;ho
z&nbsp;t&yacute;chto zv&auml;zov. Ke&#271; sa&nbsp;vr&aacute;time
k&nbsp;podstate, norm&aacute;lne odbory funguj&uacute; odspodu hore. KOZ te=
da mus&iacute;
realizova&#357; priania a&nbsp;predstavy vedenia odborov&yacute;ch zv&auml;=
zov,
ktor&eacute; zasa musia re&#353;pektova&#357; n&aacute;lady a&nbsp;predstavy
&#269;lenskej z&aacute;kladne. Tak by to malo fungova&#357;, pokia&#318;
s&uacute; v&nbsp;poriadku prirodzen&eacute; korek&#269;n&eacute; mechanizmy.
KOZ by mala koordinova&#357;, zla&#271;ova&#357; &#269;innos&#357;,
zjednocova&#357; odbory pri presadzovan&iacute; z&aacute;ujmov zamestnancov
vo&#269;i vl&aacute;de a&nbsp;zamestn&aacute;vate&#318;om. Cel&yacute; tento
mechanizmus v&#353;ak nefunguje tak, ako by mal.</span></p>

<p class=3DMsoNormal style=3D'text-align:justify;line-height:200%'><b
style=3D'mso-bidi-font-weight:normal'><span lang=3DSK>Ro&#269;ne teraz
str&aacute;caj&uacute; odbory na Slovensku okolo desa&#357; percent
&#269;lenskej z&aacute;kladne. To je alarmuj&uacute;ce. Pr&iacute;&#269;in =
je
objekt&iacute;vne viacero, ale podstata...<o:p></o:p></span></b></p>

<p class=3DMsoNormal style=3D'text-align:justify;line-height:200%'><span la=
ng=3DSK>Namiesto
prirodzen&eacute;ho samo&#269;istiaceho mechanizmu u&nbsp;n&aacute;s funguj=
e typicky
slovensk&aacute; vlastnos&#357; &#8211; frfla&#357;, ale ni&#269;
neurobi&#357;, ohnem chrb&aacute;t a&nbsp;len pozer&aacute;m, no frfla&#357;
neprest&aacute;vam. Kto by v&#353;ak mal obhajova&#357; z&aacute;ujmy
zamestnancov? Existuje in&aacute; alternat&iacute;va, ako s&uacute; odbory?
&#268;o ke&#271; nebud&uacute;, &#269;o ke&#271; pri tomto tempe &uacute;by=
tku &#269;lenskej
z&aacute;kladne zanikn&uacute;? Kto bude obhajova&#357; z&aacute;ujmy
zamestnancov? Zamestn&aacute;vatelia? Vl&aacute;da? Asi sotva. Pritom
v&#353;etci c&iacute;time, &#269;o sa deje, vn&iacute;mame, ako prudko rast=
ie nerovnos&#357;
medzi &#318;u&#271;mi. Vo svete, aj v&nbsp;krajin&aacute;ch vyspelej
Eur&oacute;py to vrie. Soci&aacute;lne protesty prerastaj&uacute; do
n&aacute;silia, deje sa to aj v&nbsp;tzv. najvyspelej&#353;&iacute;ch
demokraci&aacute;ch, nepokoje postihli Berl&iacute;n, R&iacute;m, Brusel,
Koda&#328;, Lond&yacute;n... &#317;udia vinia nen&aacute;sytn&yacute;
kapitalizmus, banky, ve&#318;kokapit&aacute;l. U&nbsp;n&aacute;s je,
zatia&#318; a&nbsp;na&#353;&#357;astie, relat&iacute;vny soci&aacute;lny po=
koj,
&#269;o ale neznamen&aacute;, &#382;e nec&iacute;ti&#357; v&aacute;&#382;nu
nespokojnos&#357;. Slov&aacute;k si asi e&#353;te potrebuje u&#382;i&#357;
pocit nevo&#318;n&iacute;ka, d&ocirc;kladne prec&iacute;ti&#357; to, &#382;=
e nebude
ma&#357; &#382;iadnu ochranu a&nbsp;bude robi&#357; len to, &#269;o mu povie
zamestn&aacute;vate&#318;. &#268;o m&ocirc;&#382;e urobi&#357;?
Vydr&#382;a&#357;, zmieri&#357; sa s&nbsp;poz&iacute;ciou nevo&#318;n&iacut=
e;ka
- alebo utiec&#357;. Potom sa mo&#382;no zobud&iacute;. Slovensko je
pr&iacute;kladom takpovediac vzorov&eacute;ho extrar&yacute;chleho rozvoja
soci&aacute;lnej nerovnosti. Niektor&iacute; ekon&oacute;movia u&#382;
d&aacute;vno hovoria, &#382;e sa zu&#382;uje &#353;pi&#269;ka extr&eacute;m=
ne
bohat&yacute;ch &#318;ud&iacute;, prib&uacute;da &#353;irok&aacute; b&aacut=
e;za
ve&#318;mi chudobn&yacute;ch. Nehovor&iacute;m o&nbsp;t&yacute;ch, ktor&iac=
ute;
nepracuj&uacute;, lebo nechc&uacute;, ale o&nbsp;t&yacute;ch, &#269;o
chc&uacute;, a&nbsp;nemaj&uacute; pr&iacute;le&#382;itos&#357;, alebo
pracuj&uacute; za neprimerane n&iacute;zku mzdu. </span></p>

u&nbsp;n&aacute;s c&iacute;ti&#357; prepad strednej vrstvy, ktor&aacute; by
mala v&nbsp;ka&#382;dej vyspelej spolo&#269;nosti tvori&#357; chrbtov&uacut=
e;
kos&#357;. U&#269;itelia, lek&aacute;ri, technick&aacute; inteligencia,
kvalifikovan&iacute; odborn&iacute;ci r&ocirc;znych profesi&iacute;, vedci.=

Ale tento jav je vidite&#318;n&yacute; aj inde, v&nbsp;z&aacute;padn&yacute=
;ch
krajin&aacute;ch. <o:p></o:p></span></b></p>

princ&iacute;py. &#352;pecifikum Slovenska je v&nbsp;tom, &#382;e sa
nespr&aacute;vnym smerom r&uacute;time ve&#318;mi r&yacute;chlo, m&aacute;me
doslova supertempo, a&nbsp;pritom sp&ocirc;sob zbohatnutia jednotlivcov je =
na
Slovensku len hust&aacute; dlhoro&#269;n&aacute; hmla. Dozrel &#269;as
hovori&#357; o&nbsp;t&yacute;chto javoch ve&#318;mi otvorene. Chyt&aacute;me
komp&oacute;tov&yacute;ch zlodejov, a&nbsp;ve&#318;k&eacute; ryby, ktor&eac=
ute;
vyciciavaj&uacute; tento &#353;t&aacute;t, st&aacute;vaj&uacute; sa na&#353=
;imi
reprezentantmi, s&uacute; to na&#353;i tzv. &#382;ivitelia, chlebodarco,
celebrity, zlat&aacute; ozdoba Slovenska. Norm&aacute;lny slu&#353;n&yacute;
podnikate&#318; nezbohatne zo d&#328;a na de&#328;, vonku to v&auml;&#269;&=
#353;inou
trvalo gener&aacute;cie. Osobne by som si prial, aby sme mali tak&eacute;to
tempo v&nbsp;rozvoji demokracie a soci&aacute;lneho charakteru
&#353;t&aacute;tu. Trend je opa&#269;n&yacute;.</span></p>

v&nbsp;SR, sme venovali pr&aacute;cam na n&aacute;vrhu novely maxim&aacute;=
lnu
pozornos&#357;. Novela v&nbsp;z&aacute;sade nie je popul&aacute;rna, obsahu=
je
spr&iacute;snen&eacute; podmienky na zotrvanie v&nbsp;Policajnom zbore, ale=
 ak
si uvedom&iacute;me ekonomick&eacute;, rozpo&#269;tov&eacute; mantinely tej=
to
spolo&#269;nosti, z&nbsp;h&#318;adiska udr&#382;ate&#318;nosti
osobitn&eacute;ho syst&eacute;mu soci&aacute;lneho zabezpe&#269;enia ju
pova&#382;ujeme za nevyhnutn&uacute;. Pre n&aacute;s je zachovanie
syst&eacute;mu absol&uacute;tnou prioritou pre bud&uacute;cnos&#357;
pol&iacute;cie v&nbsp;SR. </span></p>

rozpo&#269;tu. A&nbsp;potom je tu ot&aacute;zka v&yacute;dr&#382;e policajt=

v&nbsp;slu&#382;be. Novela s&iacute;ce m&ocirc;&#382;e mechanicky
pred&#314;&#382;i&#357; dobu zotrvania v&nbsp;zbore po vznik n&aacute;roku,
k&nbsp;tomu je v&#353;ak potrebn&eacute; utvori&#357; podmienky, aby z&aacu=
te;ujemci
do&nbsp;zboru vst&uacute;pili, mali motiv&aacute;ciu v&nbsp;&#328;om
zotrva&#357;, aby to aj fyzicky, aj psychicky zvl&aacute;dli. A&nbsp;sme zn=
ova
pri utvoren&iacute; funk&#269;n&eacute;ho modelu kari&eacute;rneho postupu,

Tak&#382;e v&yacute;h&#318;ad hodnot&iacute;m sk&ocirc;r tak, &#382;e
n&aacute;s &#269;ak&aacute; &#271;al&#353;&iacute; skromn&yacute; rok.
N&aacute;&#353; rezort pritom rozporoval okolo 300 mili&oacute;nov eur. Chc=

po&#382;iada&#357;, aby sme sa v&#353;etci chovali s&nbsp;vedom&iacute;m te=
jto
skuto&#269;nosti. Pod&#318;a niektor&yacute;ch predkladan&yacute;ch
